Terminus Arcipelago
Aurillac se caractérise par sa fonction administrative, son centre médiéval ainsi que son inscription au creux d’un paysage à forte identité topographique, agricole et naturelle. C’est une enclave urbaine dans un paysage rural qualitatif qui perd des habitants au profit de sa périphérie rurale. La problématique consiste à développer une attractivité résidentielle et économique en faisant entrer la nature en ville, affirmant ainsi la vocation productive de son paysage. La ville n’est pas physiquement très éloignée de sa verte périphérie, d’où un contraste très fort entre un centre assez minéral et une périphérie fortement végétalisée. Nous avons la volonté d’intensifier ce lien avec le paysage rural en favorisant la présence des végétaux sur le territoire urbain par la création d’une forêt humide urbaine et d’un espace d’agroforesterie, ainsi qu’en développant des espaces productifs fruitiers ou maraîchers. Pour cela, des transferts et superpositions d’usages sont nécessaires. Un verger mobile urbain remplace le parking de la place des Graviers. Le conseil départemental actuel sera ainsi réhabilité en parking silo surplombé d’un jardin productif et faisant office de nœud multimodal d’entrée de centre-ville. Le conseil départemental et la préfecture s’installeront au cœur d’une cité administrative dans un îlot se situant à l’orée de la zone rurale. Cette cité accueillera des bureaux, des logements et en centre d’îlot, un cœur végétal d’agroforesterie et sera tournée vers le bien-être. Lieu remarquable de mixité entre bâti et végétation, ses fonctions de production sont multiples : production tertiaire à travers les bureaux et production primaire à travers l’agriculture. Nous proposons de faire de la ville un territoire d’expansion de la campagne.
La vieille ville sera réadaptée aux besoins contemporains via la rénovation des logements existants et la création de jardins individuels sur les toits. Par la réorganisation et l’exploitation du foncier disponible, le projet favorisera la dissémination de commerces, services et activités dans le tissu urbain ainsi que l’augmentation de l’offre de stationnement résidentiel. Proposer les mêmes avantages qu’à la campagne avec la proximité offerte par la ville donnera un essor au développement d’Aurillac.
Aurillac defines itself by its administrative leadership, its medieval town centre, and by being nestled in a landscape gifted with a strong agricultural and natural personality. It is a city landlocked in rural surroundings, which is now loosing its inhabitants, moving further away into the countryside. The challenge is to develop the residential and economical attractiveness of Aurillac by re-introducing nature in the heart of the city, thus re-enforcing the productivity-oriented features of its landscape. The city is not very distant from its green outskirts, despite a striking contrast between its somewhat mineral centre and its very vegetal periphery. We are willing to further strengthen the city tight links with its rural surroundings by an increased presence of plants into the urban territory, by growing an urban wet forest, by fostering the production of vegetables and fruits in the heart of the city, and through the creation of an agroforestry space. To achieve this objective, it will be necessary to transfer and mix some urban utilities. A mobile urban orchard will replace the parking lot located on Place des Graviers. The current departmental council offices will give way to a parking silo topped with a productive garden, acting as a multimodal transportation hub. The Departmental Council offices will be relocated amidst an administrative complex built on an islet at the edge of the rural territory. Theses buildings, which includes the Departmental Council and the Prefecture offices but also staff accommodations, will host, at the centre of the islet, an agroforestry vegetal heart which will endow this place with multiple productive functions: tertiary production via the offices, and primary production via the agricultural space. The city will become most remarkable thanks to this intertwining of buildings and vegetation. We suggest making of the city a territory of expansion of the campaign.
The old town will be readjusted to the contemporary needs via the renovation of existing housing and creation of individual rooftop gardens. Through the reorganization and exploitation of the available land, the project will promote the dissemination of businesses, services and activities in the urban fabric as well as the increase in the supply of residential parking. Proposing the same advantages as the countryside with the proximity offered by the city will give a boom to the development of Aurillac.
1. Adaptation de la ville Medievale
Avec ses logements exigus, peu lumineux et difficiles d’accès, la ville médiévale doit être réadaptée aux besoins des habitants. De plus grands logements seront créés par la fusion des bâtiments tout en gardant leur cachet. La création de jardins ou de serres sur les toits offrira aux ménages la possibilité de jouir d’un espace extérieur. La transformation des espaces interstitiels urbains en mini-parkings silos résidentiels se greffant entre les immeubles, permettra de réactiver les commerces et services de proximité. Il s’agit d’un système évolutif : certaines places pourront se greffer aux appartements comme une nouvelle pièce. Aurillac pourra ainsi offrir les avantages de la ruralité avec les avantages urbains de la proximité.
The medieval town, with its small, light and difficult to reach accommodation, has to be adapted to the needs of its inhabitants. Larger housing will be created by merging buildings while keeping their character. The creation of gardens or greenhouses on the roofs will offer households the opportunity to enjoy an outdoor space. The transformation of urban interstitial spaces into mini-car parks residential buildings grafting between buildings, will reactivate shops and proximity services. It is an evolutionary system: places can be added to the apartments as a new rooms. Aurillac will thus be able to offer the advantages of rurality with the urban advantages of proximity.
2. Creation de chemins de continuite ville-campagne
Nous proposons d’affirmer la continuité ville-campagne en recréant une trame verte en prolongeant les tracés des parcellaires agricoles dans le centre. Les chemins forestiers seront reconstitués pour la production de bois de chauffage. Des parcours de randonnées seront mis en valeur dans ce contexte, ils débuteront en milieu urbain.
We propose to affirm the continuity between city and countryside by recreating a green network by extending the plots of the agricultural parcels in the center. Forest roads will be reconstituted for the production of firewood. They will serve as hiking paths wich will start in urban areas.
3. Nouvelle entree de ville
L’entrée dans le centre-ville d’Aurillac se fait en contournant le bâtiment du conseil départemental, puis en garant sa voiture sur le parking des Graviers. Nous souhaitons améliorer la qualité de cette entrée de centre-ville en termes d’usage mais également de qualité architecturale. En transformant le bâtiment du conseil départemental en parking silo et en hub multimodal, il symbolisera l’entrée dans un espace largement dédié aux piétons. Couronné d’une serre sur le toit, il sera un repère fort dans le paysage urbain et sera emblématique de la mixité fonctionnelle d’Aurillac. La maison des projets se trouvera dans ce bâtiment-vitrine pour communiquer et se concerter.
The entry into the town center of Aurillac is done by bypassing the building of the departmental council and then parking in the park of Graviers. We want to improve the quality of this entrance in the city center in terms of use but also of architectural quality. By transforming the departmental council building into a silo parking lot and a multimodal hub, it will symbolize the entry into a space largely dedicated to pedestrians. Crowned with a greenhouse on the roof, it will be a strong landmark in the urban landscape and will be emblematic of the functional mix of Aurillac. The project house will be located in this showcase building for communication and consultation.
4. Hub multimodal
Un hub multimodal prendra la place actuelle du conseil départemental. Le bâtiment réhabilité en parking silo de 500 places permettra de libérer la place des Graviers de ses parkings. Ce hub comprend des parkings aux étages, des places de stationnements pour vélos, un arrêt de bus et des bornes de recharge de voitures électriques. Les usagers motorisés pourront y déposer leur véhicule avant de pénétrer dans l’hyper-centre. Poreux en son rez-de-chaussée, son contournement ne sera plus nécessaire, les déplacements seront fluidifiés et un lien visuel avec la nouvelle place des Graviers rénovée en place publique sera créé. Modulable et résilient, le bâti s’adapte à la temporalité des usages et des besoins : vide la journée, les parkings se transforment en terrains de sport ; à long terme ils pourront devenir des logements. Cette mixité programmatique existera dès le départ par la création de mini-salles de théâtre accueillant des scènes artistiques ou des événements professionnels. Une serre publique sur le toit avec un restaurant fera office de point de vue sur le centre-ville. Ce bâtiment donnant sur la place des Graviers participera la requalification de sa façade.
A multimodal hub will take the current place of the county council. The building, which has been rehabilitated in a silo parking lot of 500 places, will enable the place of Graviers to be freed from its car parks. This hub includes car parks, bike parking spaces, a bus stop and electric car charging stations. Motorized users will be able to leave their vehicle before entering the hyper-center. Porous in its ground floor, its bypass will no longer be necessary, the displacements will be fluidized and a visual link with the new place of Graviers renovated in public place will be created. Modular and resilient, the frame adapts to the temporality of uses and needs: empties the day, the car parks are transformed into sports fields; in the long term they can become housing. This programmatic mix will exist from the outset by the creation of mini-theater halls hosting artistic scenes or professional events. A public greenhouse on the roof with a restaurant will serve as a view of the city center. This building overlooking the Place des Graviers will participate in the requalification of its façade.
5. Serre sur les toits
Nouveau territoire de reconquête de la campagne sur l’urbain, les toitures sont devenues des lieux productifs qui allient mise en œuvre des techniques et cultures vivrières traditionnelles avec les expériences collectives d’interaction sociale ou de développement de circuits courts entre production et consommation. Les serres chapelles prendront place sur la toiture du Hub urbain d’entrée de ville. Elles permettront une culture hors sol potentiellement affranchie des contraintes rudes des hivers de la région et constitueront un signal dans la ville.
New territory of reconquest of the campaign on the urban, the roofs became productive places which ally implementation of techniques and traditional subsistence crops with the collective experiences of social interaction or development of short circuits between production and consumption. Greenhouses chapels will take a seat on the roof of urban hub of city entrance. They will allow an above ground culture potentially free from the rough constraints of the winters of the region and will constiture a signal in the city.
6. Allogement du canal:
La Jordanne sera dérivée en un petit canal de 10 centimètres de profondeur pour récupérer les eaux de pluies et servir de jeux ludiques. Ce petit canal passera le long de la place des Graviers, l’entourant ainsi d’eau.
The Jordanne will be diverted into a small canal 10 centimeters deep to recover the rainwater and serve as playful games. This little canal will pass along the Place des Graviers, thus surrounding it with water.
7. Place des graviers:
Espace public.
Le parking des Graviers dénué de qualité paysagère est très présent. Nous proposons le libérer de sa fonction de stationnement pour la rendre aux pratiques publiques quotidiennes des usagers. Transformée en place publique piétonne arborée d’un verger mobile elle pourra être totalement libérée lors des marchés, des concerts ou des festivals. La voiture et le béton sont remplacés par les piétons et la nature. Ce nouveau lieu pourra accueillir de nombreux événements et renforcer l’attractivité culturelle de la ville. Le fait de mettre des arbres destinés à la production sur un lieu public relève de la volonté générale du projet de ne pas dissocier la production, de l’environnement urbain et de l’ornement. Les places de stationnements à proximité, dans le bâtiment du conseil départemental réhabilité en parking silo permettent une grande accessibilité de ce lieu de vie et de rencontres.
The Graviers car-park deprived of landscaped quality, is very present. We propose to free it from its function of parking to return it to the daily public practices of the users. Transformed into pedestrian public square planted with a mobile orchard it can be totally released during markets, concerts or festivals. The car and concrete are replaced by pedestrians and nature. This new venue will be able to host many events and enhance the cultural attractiveness of the city. Placing trees for production in a public place is part of the general desire of the project not to dissociate production from the urban environment and ornament. The parking lots nearby, in the building of the departmental council rehabilitated in parking silo allow a great accessibility of this place of meetings.
Verger productif.
Marqueur radical du changement d’usage de la place du gravier, un verger productif mobile sera installé sur les surfaces planes du parking actuel. Pommiers, poiriers accompagnés de cultures saisonnières maraichères ou médicinales à leurs pieds rappelleront la culture en carrés des jardins de simples et les usages traditionnels des espaces d’accompagnement des habitations rurales. La mobilité structurelle des modules de plantation permettra une évacuation temporaire et rapide lors des manifestations comme le festival de rue. Cet espace deviendra protéiforme dans ses formes et ses usages.
Radical marker of the change of use of the place des Graviers, a mobile productive orchard will be installed on the plane surfaces of the current parking lot. Apple trees, pear trees accompanied with truck-farming or medicinal seasonal cultures in their feet will remind the culture in squares of the « jardins de simples » and the traditional practices of the spaces accompanying rural dwellings. The structural mobility of the planting modules will allow a temporary and fast evacuation during events as the street festival. This space will become protean in its forms and its uses.
8. Requalification de la facada de la place des graviers
Les bâtiments administratifs (préfecture et conseil régional) déplacés dans un nouveau bâtiment libèreront une réserve foncière pour accueillir des logements, des bureaux et des commerces ou services en rez-de-chaussée aux abords de la place des Graviers. Ces nouveaux restaurants, loisirs et services participeront à la réappropriation du lieu par les usagers. Ce fond scénique vivant représentera la nouvelle façade contemporaine d’Aurillac, prolongeant la carte postale des petites maisons pittoresques qui existent le long de la Jordanne.
Administrative buildings (prefecture and regional council) moved into a new
building will free a land reserve to welcome housing, offices and shops or services in the ground floor around the Place des Graviers. These new restaurants, leisure and services will participate in the reappropriation of the place by the users. This alive scenic background will represent the new contemporary façade of Aurillac, extending the postcard of the picturesque little houses that exist along the Jordanne.
9. Micro moulins de production
Des petits moulins le long de la Jordanne deviendront des lieux transformation de produits où pourront s’installer des artisans. Il s’agira par exemple d’une cidrerie de pommes locales ou de mini-usines de recyclage pour la construction d’objets du quotidien. L’économie circulaire, la mise en valeur des matières premières locales et des déchets sont privilégiés dans ce nouveau système de production. Ces lieux d’upcycling (transformation d’un objet en un autre plus utile) aideront à la revalorisation des objets du quotidien. Chacun pourra faire ses créations dans des Fablabs où des outils et des machines seront à disposition.
Small mills along the Jordanne will become places of transformation of products where artisans can settle. These include a traditional local cider house or mini-recycling factories for the construction of everyday objects. The circular economy, the development of local raw materials and waste are privileged in this new production system. These places of upcycling (transformation of one object into another more useful) will help to revalorize objects of everyday life. Everyone can make their creations in Fablabs where tools and machines will be available.
10. Hub ville-nature
Un bâtiment « hub ville-nature » symbolise l’interconnexion du centre urbain avec son environnement végétal. Incarnation de l’ouverture vers le grand paysage en milieu urbain, les départs de randonnées prendront place en ce lieu accueillant un office du tourisme dédié au grand paysage et une maison de mise en valeur de l’appellation d’origine protégée (AOP) du Cantal. Un atelier de construction de bateaux en matériaux recyclés associé à des balades fluviales sur la Jordanne complètera l’offre. Ce bâtiment faisant face au hub multimodal représente la sortie de la ville vers la nature sauvage.
A «city-nature hub» building symbolizes the interconnection of the urban center with its vegetal environment. Incarnation of the opening towards the large landscape in urban environment, hiking departures will take place in this place hosting a tourist office dedicated to the great landscape and a house to enhance the protected designation of origin (AOP) of Cantal. A workshop for the construction of boats in recycled materials combined with river trips on the Jordanne will complete the offer. This building facing the multimodal hub represents the exit of the city towards the wild nature.
Nous proposons qu’Aurillac affirme sa connexion avec son environnement par la création d’un nouveau bâtiment plaque tournante entre la ville et son environnement végétal. Il constituera une porte d’entrée vers les circuits pédestres présents dans la campagne toute proche (randonnée du puy Courny par exemple). Ce même bâtiment sera un nœud d’interaction avec la place du gravier toute proche, le nouveau bâtiment du Conseil Départemental ou les méandres de la Jordanne. Ce lieu se veut symbolique de l’entrée de l’idée globalisée de Nature en ville et de la facilitation des mobilités de l’habitant vers la périphérie de la ville.
11. Bains public
Les anciens lavoirs seront réhabilités en bains publics alimentés par l’eau naturelle filtrée de la Jordanne. Ils représentent le bien-être ainsi que la connexion avec la nature environnante. Un bassin de pisciculture destiné à la pêche sera créé devant ce bâtiment. Cette exploitation de la rivière illustre la mise en valeur et l’exploitation des aménités existantes d’Aurillac.
The old wash-houses will be rehabilitated in public baths fed by the filtered natural water of the Jordanne. They represent wellness as well as connection with the surrounding nature. A fishing pond will be created in front of this building. This operation of the river illustrates the development and exploitation of the existing amenities of Aurillac.
12. Maisons moyen-age: carte postale
Les petites maisons pittoresques moyenâgeuses au bord de la Jordanne font partie intégrante de l’image d’Aurillac. Elles lui confèrent un cachet et un charme avec leurs tuiles et leurs petits balcons donnant sur la rivière.
The picturesque medieval houses on the banks of the Jordanne are an integral part of the image of Aurillac. They give it a charm with their tiles and small balconies overlooking the river.
13. Foret humide
Le centre ville d’Aurillac montre une rivière domestiquée, linéarisée répondant à des impératifs ancestraux de canalisation de la force motrice du courant. Le projet propose une forme de restitution territoriale, une zone d’expansion potentielle en cas de crue. Cette version urbanisée de la ripisylve ou forêt alluviale s’organisera non pas sous forme d’un remodelage de méandres mais en bandes inondables constituées des cortèges écologiques botaniques liés aux milieux humides régionaux.
The city center of Aurillac shows a domesticated, linearized river responding to ancestral requirements of channeling the driving force of the current. The project proposes a sort of territorial restoration, a zone of potential expansion in case of floods. This urbanized version by the riparian or the alluvial forest will get organized in easily flooded strips consisting of botanical ecological processions linked to regional wetlands.
14. Adaptation des petites rues
De petits parkings silos d’un maximum de 10 places seront construits dans les espaces libres dispersés dans l’espace public, notamment de la vielle ville afin d’en améliorer l’accessibilité. Ils seront positionnés stratégiquement le long des axes principaux. Des commerces, services et activités pourront s’installer en rez-de-chaussée grâce à l’adaptation des bâtiments à ces activités et l’amélioration de l’offre de stationnement.
Small silo car parks with a maximum of 10 spaces will be built in the open spaces scattered in the urban space, especially in the old town in order to improve accessibility. They will be positioned strategically along the main axes. Shops, services and activities can be set up on the ground floor thanks to the adaptation of the buildings to these activities and the improvement of the parking offer.
15. Cite mixte: administratif, logements, activites
Une cité administrative sera construite telle une abbaye. Au cœur de l’îlot, un jardin de production d’agroforesterie symbolisera le lien fort entre la ville administrative et la production paysagère. Outre les locaux de la préfecture et du conseil départemental du Cantal ce nouveau bâtiment de 8000m2 sur deux niveaux accueillera également des logements de fonction ou des ateliers. Il représentera une possibilité d’expansion des activités, d’installation de petites entreprises, des artisans ou entrepreneurs. Sous le bâtiment, 450 places de parkings semi-enterrées seront destinées aux usagers. Cette mixité programmatique permettra à la cité de s’adapter à la dématérialisation tout en améliorant l’image austère de ces services. A l’orée du paysage rural et au bord de la Jordanne, l’arrivée d’activités recréera un lien entre les deux rives de la Jordanne. Autour d’un système fonctionnel mixte urbain, Aurillac offre à ses travailleurs un cadre favorisant le bien-être au travail.
An administrative city will be built as an abbey. In the heart of the islet, an agroforestry production garden symbolizes the strong link between the administrative city and the landscape production. In addition to the premises of the prefecture and the county council of Cantal this new building of 8000m2 on two levels will also accommodate housing or workshops. It represents an opportunity for expansion of activities, the establishment of small businesses, artisans or entrepreneurs. Under the building, 450 semi-buried parking areas will be constructed. This programmatic mix in the city to adapt to the dematerialization while improving the image of services. At the edge of the countryside and on the banks of the Jordanne, the arrival of activities will recreate a link between the two banks of the Jordanne. Around a mixed functional urban system, Aurillac offers its workers a framework that promotes well-being at work.
16. Agroforesterie
Symbole de l’intégration de la campagne en centre urbain, le nouveau bâtiment du Conseil Départemental accueillera en son sein une vaste zone qui mettra en pratique les principes de l’agroforesterie, cultures mêlant dans un subtil équilibre écologique entre arbres et grandes cultures et maraichage. La diversité des espèces arborées et celle des cultures s’organisera de façon linéaire anthropique comme un marqueur de d’une fusion symbolique de la ville et de la campagne. La production variée de bois, de légumes ou de céréales servira pour des débouchés locaux en circuit court.
Symbol of the integration of the countryside in urban area, the new building of the Departmental Council will welcome a vast zone which will put into practice the principles of the agroforestry, cultures that mix in a subtle ecological balance between trees and field crops and market gardening. The diversity of tree species and of crops will be organized in an anthropic linear way as a marker of a symbolic fusion of the city and the countryside. The varied production of wood, vegetables or cereals will be used for local markets in short circuits.
17.La geographie-biodiversite
Inscrite au creux s’un paysage à forte identité topographique, agricole et naturelle, la ville d’Aurillac possède des caractéristiques que l’on pourrait qualifier d’enclave urbaine dans un paysage rural. Sa position
géographique en fait également un territoire de transition entre la vallée encaissée de la Jordanne en amont et des plaines plus accessibles propices à l’extension urbaine. La nature volcanique des sols de la région agrémentée de zones de forte sédimentation consécutives aux activités glacières a permis à une végétation riche et variée d’occuper des territoires variés et spécifiques. Aurillac possède des atouts majeurs dans une époque où les dimensions naturelles de préservation de la biodiversité et de la qualité de vie représentent des enjeux sociétaux essentiels.
The city of Aurillac is a land with a strong topographical, agricultural and natural identity. It has characteristics that could be described as an urban enclave in a rural landscape. Its geographical position also makes it a transitional territory between the upstream valley of Jordanne and the more accessible plains for urban expansion. The volcanic nature of the soils of the region, enhanced by zones of strong sedimentation following the ice activities, allowed a rich and varied vegetation to occupy varied and specific territories. Aurillac has major assets in an era when the natural dimensions of preserving biodiversity and quality of life are essential societal issues.

Bien que carte postale d’Aurillac, la cité médiévale résidentielle est peu attractive. Les petites maisons étroites n’attirent guère les habitants qui recherchent de vastes logements pourvus d’un espace privatif extérieur. Les petites rues n’ont pas beaucoup de parkings et sont peu adaptées à la voiture. Délaissées par les habitants, les maisons de la vieille ville se dégradent.
Although it is the image of Aurillac, the medieval residential city is unattractive. The small, narrow houses do not attract the inhabitants who are looking for large dwellings with a private outdoor spaces. Small streets are poorly adapted to the car. Abandoned by the inhabitants, the houses of the old town are degraded.
